You cannot pick which spot you want on the list. All new advertisers are placed at the bottom and move up as other's advertising expire.
There is a maximum of 12 spots for advertising at any one time. If they are all filled when you apply for advertising, you will be placed on the waiting list and your button will post as soon as another's advertising has expired.
